In response to the recent federal funding instability, TFEC has seen and heard the needs of local nonprofits and is releasing a Request for Proposals for general operating expenses to ensure essential programming for the community can continue.

Funding Priorities

This funding is intended for those organizations that have been significantly impacted by the federal funding instability. The intent of the funding is for continued operation costs of key supports and services within the community.

Grant opportunity seeks to support key supports and services within the community to increase the quality of life or that inspire positive outcomes for individuals and families living in the service area of Cumberland, Dauphin, Franklin, Lebanon, Perry Counties, and/or the Dillsburg area of York County.

Grant Eligibility

  • This opportunity is available to nonprofit organizations serving the counties of Cumberland, Dauphin, Franklin, Lebanon, Perry, and/or the Dillsburg Area of Northern York County.
  • Applicants must either be a registered 501(c)(3) nonprofit organization or have a registered 501(c)(3) nonprofit organization act as a fiscal sponsor for the proposed project.

What We Do Not Fund

  • Capital campaigns
  • Direct lobbying to influence legislation or funding appropriations
  • Individuals
  • National and statewide umbrella organizations that cannot demonstrate a local presence
  • New staff positions without a substantial plan for sustainability
  • Religious organizations for religious purposes
  • Retroactive projects

Criteria for Evaluating Proposals

A designated committee makes all grantmaking decisions and consists of TFEC team members. The Committee may request additional information about the grant proposal prior to making an award or denial. Upon review of your application, the committee may request a site visit and/or interview with program staff at your agency.

Below is a list of the criteria utilized to evaluate applications:

  • 20 Connection to the Mission of the Emergent Needs Fund:
    • This funding is intended for those organizations who have been significantly impacted by the federal funding instability. The intent of the funding is for continued operation costs of key supports and services within the community.
    • Grant opportunity seeks to support key supports and services within the community to increase the quality of life or that inspire positive outcomes for individuals and families living in the service area of Cumberland, Dauphin, Franklin, Lebanon, Perry Counties, and/or the Dillsburg area of York County.
      • How has the funding instability impacted the organization’s ability to provide services and programming to the community?
      • What programs have specifically been impacted by the funding instability?
      • What county does the organization serve?
  • 20 Funding:
    • Looking to determine how the organization has pivoted, related to funding sources and offset of costs.
      • What other efforts has the organization made to find other sources of funding?
      • What other efforts has the organization made to offset this funding instability?
      • What percentage of the organization’s overall budget has been impacted?
  • 10 Access:
    • As a community foundation, TFEC fosters a climate of purposeful inclusion that values equity.
    • As a community foundation, no person may be excluded from services or participation supported by TFEC grant funds because of ethnicity, race, age, gender identity and expressions, sexual orientation, national origin, economic status, physical and mental abilities, veteran status, marital status, resident immigration status, philosophy and religion, or any other discriminatory reason.
      • How will the project ensure accessibility to all individuals and describe any targeted outreach, accommodations, modifications, technologies or services you will offer?
