Honorable Todd A. Hoover Memorial Scholarship Fund
The Honorable Todd A. Hoover Memorial Scholarship Fund was started to honor the life and work of Todd A. Hoover. Todd dedicated his life to his family, faith and public service.
He was a proud graduate of the Upper Dauphin High School. Following high-school, he received his Bachelor’s degree from Indiana University of Pennsylvania in 1976 and his Juris Doctor from Delaware Law School in 1979. As an attorney, Todd devoted himself to public service. He was a Dauphin County Deputy District Attorney from 1979 to 1983 and a solo law practitioner from 1983 until he was elected Judge in 1993. As a Judge, Todd strongly believed that God called him to serve others. He felt privileged to hold a position in the Dauphin County Court of Common Pleas for over 20 years and strived to use that opportunity to enrich the lives of others. He would say that the greatest honor bestowed on him as a Judge was presiding over adoptions. He would beam with joy when he described how blessed he felt to be a part of making “forever families” for deserving children.
This fund was started with the hopes of empowering Upper Dauphin Area High School students to pursue a life of public service. The family wishes to carry on Todd’s legacy by giving back to the community he loved so much.
