Quarterly Update from the IAC
The past year has been a good year for investors in the US as the Dow Jones Index Fund was up by almost 10% for the year and the S&P 500 Index Fund was up more than 13%. The bond market remains strong, as interest rates of all durations remain at historically low levels. The international equity markets and domestic small caps have not fared as well; you can see the net effect in our Fund E results included in this report. In spite of this one year blip in large cap domestic stock prices we have remained in our asset allocation model for the long term return on assets. We continue to have both stock funds that invest in the international market and funds that invest in small cap stocks in our portfolio. The common stock allocation has not deviated from our plan.

Enhancing Communities Learning Series 
Since this series is so popular, we are happy to announce the Ehancing Communities Learning Series (ECLS) will be returning in 2015. 

Save-the-date for Tuesday, March 31 for the first session from 8:00-10:00am at the Camp Hill Giant and the second session on Tuesday, May 26 from 11:30am-1:30pm at the Linglestown Road Giant.

Article of Interest: Nonprofits Win Key Victory in Overhead Battles With Government

Taking effect the day after Christmas, new rules called the Uniform Guidance formally recognized that when governments hire nonprofit organizations to provide services, those organizations need to incur and be paid for their indirect costs. The new rules generally allow nonprofits to receive 10% of the direct costs of the grant to pay indirect costs.
Emerging Philanthropist Program

2015 EPP Class
TFEC and Harrisburg Young Professionals (HYP) are pleased to announce the graduation of 12 individuals from the inaugural Emerging Philanthropist Program class of 2014 on December 11, 2014.

Their culminating experience was to apply their newly learned community and grantmaking skills by awarding a $5,000 grant to Samara, a local nonprofit organization, for their Intensive Parenting Program.

In an effort to continue benefitting the Harrisburg community, the inaugural Emerging Philanthropist Program class created the Emerging Philanthropist Fund. A committee of individuals from the inaugural class and each successive class oversees this fund. This fund will be used to make charitable contributions in the community at the committee's discretion.

We are pleased to announce that the Emerging Philanthropist Program will continue in 2015 in partnership with HYP. On February 10, 14 new HYP members embarked on a 10 month program similar to the 2014 EPP class. Stay tuned for more information to come about this exciting new group of emerging philanthropists!

Regional Foundations
Camp Hill Community Foundation
The Camp Hill Community Foundation welcomed three new members to the Advisory Committee: Tom Johnston, Dennis Lebo and Jill Williamson. The Advisory Committee is excited to have these new members join the committee and look forward to a productive 2015.

The Camp Hill Community Foundation is current accepting grant applications for consideration from nonprofit organizations that provide programs and services to Camp Hill residents.
Franklin County Foundation
The Franklin County Foundation had their first meeting of the year on January 8 to discuss and develop their strategic plan for 2015. The Advisory Committee approved a plan to grow the regional foundation by helping Franklin County residents achieve their charitable goals.
Mechanicsburg Area Foundation
The Mechanicsburg Area Foundation welcomed two new members to the Advisory Committee, Leslie Collins and Charles Shields III, as well as returning member Don Failor. Juanita Guise has been appointed the new Chair of the Advisory Committee, replacing Tita Eberly; Ms. Eberly will remain a member of the Advisory Committee; we thank her for her leadership. A new Vice Chair was also appointed, Scott Christ. The Advisory Committee said goodbye to member Elyse Rogers, whose term expired at the end of 2014; we thank her for her service.
Perry County Community Foundation
The Perry County Community Foundation welcomed four returning members to the Advisory Committee: Lenus Haines, Allen Hench, George Lyter and Jeff Mattern. The Advisory Committee met on January 14 to develop their strategic plan for 2015 which includes a newly created grantee awards luncheon in June and hosting an event for Perry County professional advisors in the fall; more information about these events will become available in the future.

Employment Skills Center

The Employment Skills Center (formerly the Carlisle Area OIC) has been in operation since 1967. Since their beginnings, over 47 years ago, they have helped nearly 15,000 residents with their educational and training needs. The recognized community leader for adult education training and programs in Cumberland County, Employment Skills Center (ESC) offers all services free of charge to participants. ESC's programs help remove participants from governmental assistance and place them into employment in family-sustaining wage jobs. The core programs offered by ESC include GED preparation classes, ESL (English as a Second Language), Basic Literacy, Nurse Aide Training and Employment, and Workforce Development. ESC exists to help those most in need of assistance to reach their educational and employment goals.
